Strange behavior since today

Hi i have a strange problem. When I play various games, everything goes well at first, but after an indefinite period, I can no longer start any games without experiencing a freeze of about 20 seconds before it continues.
And from this point on it happens on every core every system. I have to restart my pc and SOMETIMES it works again for a little time and then it happens again.
It even goes so far that when I exit RetroBat and restart, I also have to wait about 20 seconds at startup. Until yesterday, it only took a few seconds.
And if I even start RetroArch alone, it also hangs for 20 seconds before it continues running.

I thought first, my graphix driver are corrupted but a reinstall of the driver didnt help.

if you open the task manager can you see if there's an app that takes a lot of CPU %.
