Installed RetroBat on a flash drive to make it portable, it comes on then back off

I tried to do the config program and change settings but cant get it to load?

What is the config of the computer where you want to use Retrobat ? Have you reinstall the prerequisite on it ?
Can you screen your Retrobat folder ?

Windows 10 pro 64bit 8gb memory dual core 3ghz processor the flash drive I put it on is 8 gb and yes all prerequisite have been installed

If your device doesn't get graphic card, and only using an iGPU (like an intel HD or similar), you should change graphic driver from RetroBat menu and see which can make games working

Is there away to change it outside because the issue is I can't get reprobate to even start

Did as requested installed packs on the page then restarted computer still looks like it starts then goes away

And what if you start EmulationStation.exe directly?
